They really slapped this sequel together after the success of the first movie. A reasonable budget was evident with plenty of extras for the ape expeditionary army. Being made in 1970 when the fear of nuclear war was topical did make for some of the motivation for this movie.
Nevertheless the plot was silly - this is so B grade.
