Not a bad film, but not much of a good one either. It tried to follow the footsteps of the first without its main actor. The characters may keep in character but the film is never really sure what story it is trying to tell.
It is obvious the films is supposed to reflect on Vietnam and the ideas of war at the time, but it doesnt really work. And while the nuclear psychic people are fun, they feel like contradictions to the first film.
This is one of those films you really have to suspend disbelief to enjoy. The main characters existence alone is far fetched, but if you can just enjoy it, it has its moments.
