I know nothing of the comics, only from what others have told me, and apparently this was supposed to be taken from the darkest story out of all comics. Really? The Joker shoots Barbara Gordon, takes a few photos of her naked, then uses them to make Commissioner Gordon go insane.
Well, the presentation of the initial 'dark' plot is terrible. All that there is is the shock value that the Joker shot someone important, then it's all breezed past as if there's something more important to get to, and yet the whole movie is like this.
There is no definitive point that makes all the rushed tension climax, it's all just a tether of events that has no real life. Even the flashback-backstory of the Joker is uninteresting and emotionless.
I don't know how the most infamous villain was made to be so... whatever. Like, Commissioner Gordon didn't even remotely go insane over what the Joker did, there was literally no tension after Batman found him.
Maybe the director and cast knew that the movie sucked and that's why Batman and the Joker laugh at a joke the Joker tells that makes no sense and it's that last joke that is a metaphor for the entire movie itself: a senseless, emotionless joke.
