I think the part of Batgirl / Barbara Gordon is really bad, because it's only one explanation of what happen with all the characters and it's the frase "Because I'm Batman" if the director and writer wanted to make a conection of the audience who didn't read the comic with the character of Batgirl they totally fail.
It's completely unnecessary, But the movie it's saved when the Killing Joke really starts (Arkham Asylum), the joke its there the animation and story are faithful to the comic, even in the dialogs, and thats why is a good movie. Even when the prologue of batgirl it's really weak you can ignore it, and really focus on what you went to see "The killing Joke".
