Pains me to score it this low because of the astounding production design and sets, but this is an awful movie outside of the technicals. Batman is third banana and barely a character at all, an overtly complicated script with no character development whatsoever, a villain whose motivations are convoluted and make no sense who is supposed to be sympathetic but isn't, etc.
When Christopher Walken carries your movie, you know something is wrong.
