The reason why Balto isn't as well received as it should be is a lot of people call BS whenever they hear "Based on a true story." Enjoyment of any film will be reduced if you try to guess what really happened and what is fiction, so focus on the film's story, which is fun and potent in Balto.
It's got great animation, good voicework, a good message for kids, and never boring for adults. Maybe there's an abundance of comic relief characters and the "bad dog" Steel annoyingly seems to get away with bad things too often, but Balto is a cool wolf-dog and the movie doesn't overstay its welcome.
Whether you're 9 or 90, it's a heartwarming animated film that's worth seeing.
