Unintentionally laughable. Its' sole saving grace is Keitel's commanding performance which is a real tour de force in an otherwise silly series of set pieces. It's all a bunch of scenes that account for how bad a lieutenant Keitel is: Here's a scene where he is on the take.

Here's a scene where he smokes crack. Here's a scene where he verbally abuses two teenage girls, etc, etc ad nauseum. Keitel is believable, the rest is more silly than gritty.
