Herzog didn't rip off "Bad Lieutenant" -- he gave it crazy life. But Ferrara's film is its own kind of nuts, and Keitel is wondrous in kicking up the eye of his Lieutenant's profanity-packed, racist, gunslinging hurricane.
And still the kid's got soul; it's just smashed and running up the walls. Deal with it.
