Yes, I am indeed getting a lot of ideas from the New Cult Cannon. This does come off as a fairly strange and interesting movie, and I do agree with some comments that I've seen that it plays a lot like a Jeunet film.

I can see a lot of Delicatessen in particular. The film does still gear itself towards children, but in an "I'm going to kill a clown in front of you" sort of way. Oddly dark, not at all what one would expect, and well worth a viewing.
