The DoD did indeed send a manned flight to the moon in the 70s. It used a mix of authentic film footage and movie footage. But the story line fits well with the anti-DoD and NASA hysteria of the period.
The story was fantastic in that it, like "Cloverfield" used camera footage replete with the destruction of the space module.
