While the first had some issues with physics and continuity, these were completely discarded in this mediocre sequel. I guess they were hoping that we would forget that mass is supposedly preserved while shrunk, which is why the mini-punch still hits pretty hard.
While the acting is good, the story, humor, and villians are all distinctly targeting children. The overall impression is that they were trying to keep this airy and light, but managed to boil away most of the flavor as well.
