Thumbs up for Pacino and a great cast of other characters, well-acted, plus a good plot; thumbs down for the rambling script, the jogs between comedy and drama, the feeble attempt at a thriller, too many caricatures, and overdone "good little guy" vs.
"corrupt powerful people and the state". This is Norman Jewison channeling Paddy Chayefsky, and falling short.
