Russell does Scorsese via PTA in this highly fictionalized telling of the Abscam operation that convicted a bunch of politicians of influence peddling charges in the late 70's. It's not worth running through the labyrinthine plot since I don't think Russell is terribly interested in it except as a contraption for getting his impressive ensemble cast on screen in ugly 70's fashions (except for Amy Adams .
.. dear God, "ugly" is not the word for her outfits) and let them shine in what feels like a comedy. If you can accept that this film will be all style and acting chops, then it should work for you.
It works for me, although a bit less on repeat viewing, perhaps because the element of surprise is gone. Russell should be thanked, by the way, for getting Robert De Niro on screen in roles that don't fill you with disgust and loathing.
