Even though the outline of this story is true the Frank Lucas in this movie actually portrays a lesser known but just as big(at that time) gangster named Frank Mathews who actually escaped after hearing of an ongoing investigation targeting him with 20 million dollars and is still on the FBI's most wanted list.
The real Frank Lucas was a big dealer but he was not as classy or smart as this movie portrays him because he could not count or read.
