The world this movie exists in still makes no sense. It tries to address the obvious questions -- why doesn't anyone in Chicago remember prior to 200 years ago, how did the factions and their associated personality traits start -- but the answers just raise more questions on a moment thought. Often the plot is so predictable it's actually funny. I think most of the actors are fine, but they're also mostly not trying too hard either -- except Miles Teller, who is SO doesn't want to be there it's funny and he somehow ends up giving the most entertaining performance since it still somehow fits the character. It's also a very confusing climax, since there doesn't seem to be much the citizens in Chicago can do about those outside; they're outnumbered and out-teched. It was also very evident at times the actors were in front of a green screen, as you could make out the outline.

Still, all that aside, this is watchable. Some of the action scenes are decent, and although inconsistent in execution (and at one point laughably confusing -- orange bubble transports? What?) some of the effect ideas as presented are kinda cool. I doubt I'd watch this again, and I was glad I had company while watching this one, but mostly this is just a collection of forgettable sci-fi tropes that have been done better elsewhere. I thought it improved a bit on the last installment, but that still doesn't make it recommendable.
