JFK is assassinated. Johnson takes office. This movie is about Johnson's fight to pass equal voting rights legislation. It takes some of the best anecdotes known about Johnson (i.e., "extra room in the crotch", a meeting he had while on the toilet) and repurposes them to fit the plot.
They do a lot, actually, to fit the plot. Sadly, there's only one dimension to these characters. This movie is a historical case study, in the way you might read about in a high school history textbook.
It's well made, it's an interesting drama, but there's not a lot particularly memorable here save a couple great scenes.
