I thought the story was well told. It is certainly a cautionary tale if not a bit of a training exercise in how to embezzle from local government. At the end, she was taking $5 million a year. How the heck did that go unnoticed.

Lots of ironic quotes from those involved, but the best observation was Ronald Reagan's "Trust but Verify" was totally lacking.
