Outstanding performance of Sean Penn in the role of the populist governor, ready to every extreme to let his views go through ! Good screenplay& photography, I'm a little bit disappointed by the final which lacks some explainations.
..Only for the sake of viewing Sean Penn in his best days I give 4 stars.
