Alita battle angels' visuals are incredible and awe-inspiring and just for the audacious attempt at making this visual masterpiece, i'll give it an 8. Although some people complain about tonal inconsistency and cgi face of protagonist mapped over the face of actual actress(a necessity given Alita's original wide eyed innocent face look from manga), the visuals are still one of the best among commercially made movies.
Story is neither too sophisticated nor a heap of garbage, as far as cyberpunk stories go, i'll give it a 6.5 and request viewers to give the makers a chance to provide depth and cover related lores in subsequent parts.
I haven't read the manga by Yukito Kishiro but to those who have and given extremely low ratings(like 0, 2), it seems unfair to judge a movie solely by comparing its story with a manga series on which it's based because a manga has a lot more time to explore various facets and establish a universe.
Alita battle angel is not only extremely enjoyable but a new milestone in visual spectacle and it's sad to see critics and some users rating it so low and crushing it's chances of getting a movie series, which can provide them with the depth and complexity they yearn for.
