Laughably bad. This is what you get when you combine two writers with only 1 or less writing credits (when it was made), a less than mediocre director, and a mix of either bafflingly miscast actors or actors that are just plain terrible.
It has way too many problems to list. Unless you want to laugh at how terrible it is, avoid this one!
