Tetsuo and Kaneda are two biker punks in a post-apocalyptic sprawl of Tokyo. On a fateful day they encounter a small child with frightening mental powers. This meeting unleashes Tetsuo's latent psychic abilities and his perception expands to a level that human sanity cannot comprehend.
