3: It doesn't come close to the brilliance of his best work, but it certainly isn't half bad either. It's is an extremely effective and solid genre picture of the kind most directors would be happy to call their own.
The story is quite compelling, even if it does lose its surprise factor after the first viewing. There's nothing terribly unusual about the character, but Eastwood gives a solid performance. The manner in which the story is told only serves to make an already interesting premise that much more so.
The corruption of power is a topic one can basically never get enough of.
