Steven Seagal always seems to me to want to be the white Jackie Chan, but lacks any of Chan's likeability, and all of his tacky filmmaking.
Admittedly, "Above the Law" isn't bad by Seagal's standards. It has more plot than the average action flick. But it's overly predictable, and not well presented.
Plenty of better movies out there. This one is nothing more than average.
