It is panicky in the best of ways. Indeed the animation is quite different from American-sanitized frame by frame. Even better, there are subplots that make this a film for grownups to enjoy with kids.
It resembles much some dream outing you designed while in Kindergarden. This is so familiar, it has everything for your enjoyment.
