Not a good film at all, but most of the reason for this stems from the fact that they used the placeholder special effects instead of finishing them. That's right - they released an unfinished film.
What we see is what they showed test audiences and they intended to go back and improve on the effects. Even with good effects, the film has quite a few problems. It's tough to do a time travel film right.
The ideas here are better left inside the pages of a book.
