Yes, the effects are pretty poor by today's standards, but I'm willing to give stuff like that a miss. I've never really considered Ed Burns to be a particularly good actor, and his performance in this seems quite wooden.
But as I always say, I'm a sucker for any kind of time-travel movie. This one goes a bit off the beaten path (no pun intended) of the usual time travel guidelines, in that the changes to future timelines occur in waves instead of instantaneous.
Based on Bradbury's short story, but takes it into some pretty wild territory, which may upset whiny purists (which always makes me laugh).
