Hit-or-miss and mostly ricochets. The film's R-rated funny bone is in the right place with its genre-defiance, notably scoring with an accidental drug-trip and "the" surprise cameo. Then there are scenes that feel forced, botched samples of sound editing, and irritatingly dim characters left and right.
The production value alone slightly saves the comedy by distracting the viewer away from lazy racism and simple dirty entendres. '21 Jump Street' delights far too much in pulling 180s on typical cop-action cliches.
Over-reliance on one strong idea can lead to too many donuts in one carry-out box. Such as with this flick.
