When you get a film starring robert de niro and edward burns as a new york city cop and fire chief, you can only expect great things. but in many occasions, things that are destined for greatness, can often result in disappointment.

that is the case for this film. it seems often hit by a very weak script, one that can bring no justice to its talented actors. it plays off of the same ideas used in natural born killers, but this time, tries to incorporate that way of thinking into the scenario of NY investigation figures.

I feel its logic of villainious characters was way too try-hard and often contradicted itself by attempting to be creepy and funny at the same time. you know where this film is going, and how it gets there can be quite predictable as well.

its also very weak in much of its presentation of plot development. often cheesy, and rarely intriguing. there are moments here, but for the most part, its a drag.
