Blacker than black Whitehall farce, with a dash of 'World's Dumbest Criminals" thrown in. Interlocking stories with fatal accidents, transporting dead bodies, and a severed penis. The characters aren't really developed, beyond their all being small-town screw-ups, but that hardly matters.
Hilary Swank makes the most of her small role.
