Stunningly disappointing. a movie about rock and roll that nearly lacks any energy. You're much better off reading "annihilation man" from the LAWeekly archives or "Lexicon Devil" Shane West gives a pretty good performance and Bijou Phillips is wasted in hers.
If you can find a ratty vhs copy or youtube vid of The Decline of Western Civilization it'll be more worth your while.
