A 'perfectly safe' nuclear disposal site outside Pottsville, Idaho spawns a toxic being responsible for a series of grisly killings in town. State Investigators then conclude that the 'average kitchen is more dangerous' than this facility; we've all heard that before.
Disappearances are continually attributed to a storm, although no storm is ever depicted. Solid exploitation fare features Martin Landau collecting another paycheck.
