A love letter to old cinema can still be good. Just look at any Tarantino movie. Sadly this movie lacks a sense of pace, suspense, drama, and over all plot. But can also make you laugh at parts. But even then those parts in the film don't not develop the characters, further the plot, or add to the story.
Bad movie.
