Although not my favorite Herzog film, there's a lot to like in 'Even Dwarfs Started Small', one of those things being the incredible performance by the insurmountable Helmut Doring. The metaphors and undertones in the film seemed to be pretty familiar themes for the time and generation in which is was made.
It had some awkward moments, some rather brutal moments, and some rather funny moments. This is one that not everyone will enjoy, but if you understand and appreciate the works of Werner Herzog, you'll like it.
