Corspes are being resurrected as zombie super criminals. Film is made in the style of a buddy buddy cop movie. Take out the zombies and this would be no different to a Lethal Weapon movie. Maybe it was just a cop movie that had to be rewritten because it was too formulaic.
It is still formulaic, but has zombies.
