Bone Chilling satire of what would have happened had the south won the civil war. A little exaggerated and a bit racist against southerners in certain instances in my opinion, but food for thought none the less.
However, it is dressing because it kind of hints at the idea that things are better now and the USA is for the most part not racist, which is not true.
