Incredibly generic political drama. Good acting, in this case, cannot overcome a weak script, nor dull chracterisation. Just as Al Pacino's character observes, the movie devolves into John Cusack's personal ambitions.
Why do I care about this guy? I'm interested in the city politics and Al Pacino (Al's character AND Al as an actor).
