FBI Agent and local officer team to take down a drug operation tied to a militant outfit. Was expecting a buddy cop team with Beau Bridges and Bubba Smith but this lacked any comedy to ease the tension and Bridges never fully trusts Smith through the entire story; leaving the viewer a little aloof with the proceedings.
Even the token supermarket holdup lacks the usual spark.
