It is an offence when you expect it to be what films usually are: coherent and understandable. That's not how a dream is.
David Lynch's Mulholland Drive is a dream broken down into a motion picture. A film made out of a series of occurences and pictures that might or might not seem to have any purpose or meaning.
Lynch does not intend to tell a story, nor to entertain or terrify (even though he would be capable of doing all these things at the same time, I believe). He wants you to fill in the blanks and make it complete for yourself. Whether the film has a meaning or otherwise, you make that meaning yourself. That is the magic of Lynch!
