Ratter wants to be a found footage horror film with a message. A college grad student moves in to her first apartment alone, and unbeknownst to her someone starts stalking her through every electronic device with a camera.
And for the duration, she never figures it out. So the audience spends most of the running time watching random things in life a camera could catch. This concept could be thrilling, but it's not in this movie.
