Maybe I'm naive, but part of me doesn't believe that this was a hoax but a cover for his breakdown and his rap project. As all the events unfolded and you see Phoenix fail miserably at rapping after "retiring" from acting, it makes sense that they'd say it was all a hoax so that people don't think he really lost it.

If he was acting, it's one of his best performances. At the beginning you really feel his disenchantment with acting and Hollywood and his need to be more creative and expressive. So I don't really know what to think.
