Three stars because it's entertaining and yet utterly stupid. The music is straight from Scooby Doo. The plot is hilarious though... Hippies want to have fun so they wake up Dracula whilst Peter Cushing goes running around London to Scooby Doo music.
It steals from Clockwork Orange quite a bit too with it's Johnny Alucard character. Christopher Lee doesn't have much to do, but Peter Cushing gives the film it's only credibility. This film is almost like a spoof of itself.
It's intentionally funny as well. In a word, really bizzar.
