This is dubbing at its ultimate best usage. woody allen should've did the dubbing scripts for Godzilla. it was a japanese James Bond rippoff that got in the hands of AIP, who decided Woody should write it.
as he explains in the prologue, he made it into a comedy "where they were formerly raping and looting and killing one another." the result is obviously people saying one thing and acting another; which is what makes it so hillarious.
