Above average. Other than the idea of London being flooded this really doesn't owe very much to the book at all. The acting isn't up to very much, I kept expecting Nigel Planer to go "heavy man" or "bummer" when he got some bad news.
I thought the effects were pretty decent and it's the seeing of London flooded that made me like the movie. Living about 5 minutes walk away from the barrier means I'm very interested in the whole idea of flooding.
There are some goofs and weird geography errors that you just have to swallow. All told it's a decent disaster movie somewhat let down by a bad, and predictable, human interest story tacked over the top.
Still I enjoyed it, a good fun film.
