Ah, Japanese exploitation cinema that's got just about everything: reform school girls, gratuitous nudity (there's boobs in the opening shot!), girl on girl action (on a toilet!), lightbulb sex, regular sex, some kinky sex, catfights, a flimsy plot, a motorcycle jump, and Miss Bad Motherfucker herself, Reiko Ike.
With a title like Terrifying Girls' High School: Lynch Law Classroom you've got a damn good idea as far as what to expect so don't delude yourself. My only complaint is that the fight between Miki Sugimoto and Ike never happened.
