Substandard script and Seagal-level acting, this feels like a TV movie pepped up with some watchable sex and violence. Kilmer is Kilmer, Stone should have retired after Casino and either 50 Cent is the most restrained, reserved actor ever or he actually sleeps while performing.
Dirty cops, corrupt Feds and criminal gangs blow each other away for 90 minutes then a hint of post-Hurricane Katrina political comment is attempted as the credits roll, odd.
