In order to see this movie, it is requiered to see the Arise series of GITS or else the viewer will not understand the plot. The movie is very exposition heavy, it serves as a prequel to the original movie, but it doesn't has that philosophical element that was present in the original.
Neither it has an identity as a movie, is just a continuation of the Arise series. Therefore, it feels like a very long episode. As a continuation it works fine, but judging it as a film alone, it's not.
