While it does give you a "glimpse" of Russian Culture/Society/Reality, it's just that; a glimpse and a couple of laughs.
The movie/documentary comes annoyingly close to actually connecting the dots of observations and turning it into something meaningful, but I guess Phil either couldn't or simply wouldn't.
As it stands, I'd say the movie really only makes sense for those who has already experienced Russia close up rather than like tourists. Or perhaps if you are a real fan of the series.
