John Cusack is Deputy Mayor of New York City and Mayor John Pappas' (Al Pacino) right hand man. When a shooting involving a Mafia Dons nephew, a cop and a 6 old hits, Cusack does damage control and ends up learning just how a city is run, and the price one must pay to play the political game.
Also starring Danny Aiello (those checks don't collect themselves), Martin Landau (same as Danny), and Bridget Fonda (looks good but they forgt to write her a part, she doesn't add anything to the story she's just there occassionally).
If your interested in politics check it out, or if yur a Pacino/Cusack fan. Otherwise don't bother.
