The need to fit a story around toys makes for a pretty random story that shoves in as many characters and gadgets as possible. There's nothing bad here, merely adequate, with too much action and the barest of detective stories.
There's a nice little subplot about the relationship between Nightwing and the Flash, but little else to make this worthwhile.
